Resigned from PhD now want to finish!
Yes; the institution t doesn't just let you 'do' the PhD with them- it trains you HOW to do it. And it is very difficult to persuade them to let you take their knowledge elsewhere. Unless they were arguably responsible for you leaving in the first place of coutse, and then you could claim a beakdown of relations. But you don't mention that so I guess it's not relevant.
