Ireland, that sounds nice. Far better than rainy old Lancaster. I once looked at moving there, but property prices can be a bit eye-watering in Dublin.

Putting aside the PGCE issue, I'm personally wondering why anyone would feel it necessary to obtain a PhD to go into teaching (11-16).

I've never been in that situation, but I'd personally go with the 1st guy. I think there may have been questions similar to this in the past. A scoot through old posts may elicit some better answers than mine.

I really don't know what answer you expect. You asked the same question a couple of days ago and you will get broadly the same answers again here.

To be blunt maybe there is a reason you are not attracting funding, as funding tends to go to the best candidates. All I can personally suggest is you contnue to apply via the usual channels. No magic answers I am afraid. Good luck.

They fund in increments so you'd only be getting money a term in advance. Regarding giving monies back, to the best of my knowledge no.
