if the sponsors has to pay for everything then it is going to cost them a lot.

a lot. three years stipend, uni fees, plus whatever it costs the company to have you (e.g. paying someone to mentor you, equipment if you need to work on company premises etc.).

oh yeah, it's big plus for me is that it is java based so it runs identically in windows and linux :)

sounds interesting, particularly for those in the arts and humanities where i am sure the completion rates are probably much lower than in the sciences.
