My proposal; was somewhere between 2000 and 3000 words I think and contained intro to subject, justification and materials and methods (briefly)

Oh, sorry for that :-) PI stands for primary investigator. He/she is usually the person that has the end-responsibility for the project.

As far as I'm concerned, I don't mind my sup being co-author, as long as I'm first author 8-)

Depends a bit on the situation and discipline, but in science it usually does, since PhD students can normally not be PI's, which will mean your sup is the PI and as such will also be listed. Academically, to be listed as a co-author, you need to have done a substantial amount of work for the publication, and to my opinion supervising a PhD student classifies as substantial (I'm in science, so this all might differ in other disciplines)

I'd say try to identify possible supervisors and get in contact with them. Even if the uni is reluctant, a supervisor that is truly interested and thinks you have potential can argue your case. The funding bit is a difficult one, but not impossible. This too might be something to discuss with a potential supervisor. So make sure yu get your idaes clear, and have a go! The worst that can happen is they say no, in that case, go for the next potential supervisor...

You can contact the council, they usually pick up dead animals, and should normally have a microchip scanner to scan pets when found. However, every council has it's own regulations, so you might have to ask yours.
