Is it possible to do a job part-time whilst doing a full-time PhD?

I think my work load would allow me to have a weekend job, generally I am busy during the week then free at weekends.. I chose not to have one mainly because of my relationship situation.. my partner is doing a PhD at a uni 250 miles away from me so most weekends either I go to him or he comes to me so it makes the reality of a part time job a bit of a no go. Also I enjoy having some free time to myself, I would hate to work all week then have to work all weekend too, I think it would do my head in lol!

Searching for a University that offers online PhD in Environmental Science/Management.

I don't think you are going to easily find a part online/part on campus PhD for this subject area. I know a couple of environmental scientists doing PhD's and they spend 6-8 months of the year in the field doing research. It might be worth looking at uni's that doffer PhD's in your area and then look at how the time is split between field work and time on campus as you might find a happy medium that suits your needs. Is there any particular reason why you are set on an online course?

To echo the previous comment teaching quality isn't all that important for PhD student but to assess a UK university you can look at the RAE (research assessment exercise) score the last assessment for universities was in 2001 http://www.hero.ac.uk/rae/ however there is another one due out for 2008 but I have no idea when that is coming out. So that link might give you some information on the universities you mentioned 8-)

Don't worry too much. I had a lot of knockbacks when I was applying for PhD's.. Sometimes there was someone better qualified, sometimes I had better qualifications but the successful candidate had more relevant lab experience so was preferable, othertimes the PhD went to an undergrad who did work in the lab for their dissertation and othertimes funding restrictions meant the project didn't go ahead.. REgarding masters degrees.. An MSc is not usually necessary for doing a science PhD, a good 2:1 or a first is usually all you need 8-)
