I need to know if an international student without UK working visa could apply for PGCE course, i.e having intention to teach somewhere else outside UK...I have done my research but didn't come across my answer.

I think you can yes. The question I suppose is whether you'd be able to get a job in the country you want to teach in with a PGCE. The last bit of this certainly suggests you can:
