Applications - Timescales, funding, proposals, panic

Hi everyone,

I'm new here (but have been reading threads for a while).
A little about me:
I did my BA in English and graduated this summer with a pretty underwhelming 65% average (with a 70 in my dissertation) from a top RG university (rated top in the country for the subject)
Currently doing an MA in English Linguistics at the same university. Soon submitting first bit of work but I think I'm doing well.
I'm keen to apply for PhD but have not got a ruddy clue:
a) how to write a good research proposal to compensate for the lacklustre undergrad
b) how to apply for funding
c) WHEN to apply (i'm really keen to apply for a September 2014 start) for logistical reasons more than anything else.

Any words of advice or experiences would be great.
