Hi I am about to complete my masters degree in Software Eng with a 3.95 CGPA from a US university. I also have a technical paper published in a respectable journal. Here is the problem my undergrad CGPA sucks - I have CGPA of 2.4 in Electrical Eng. I am planning to go for a PHD now in Computer Sci. and need to go for the GRE. I wanted to know what my chances are of getting in a Phd program.

It is certainly possible to get on a PHD program with an OK undergraduate Degree, followed by a Masters.  Your most relevant qualification is usually the most recent one. Getting funding is difficult for anyone now however.

Why not try though? If you do not try, you will not know.
