I was meant to be starting in October, but I have still to hear from financing. They sent me the wrong forms, so I had to reapply, but the won't respond to my emails/phone calls.
It's a very busy time of year for universities and their finance departments don't always have the best of reputations. Your new supervisor will probably have a better chance of getting a responce from them, so try asking him or her to get in touch.
Sorry. I meant to say that it was the funding body. They sent the wrong forms and I had to hurridly fill out the correct ones. My supervisor said that it is out of hands and I should contact them.
Somebody at your university should be able to help. Most universities have a Graduate Office or Postgraduate Research Office. The Students Union will also have some sort of postgraduate office. You could also try the National Postgraduate Committee who may be able to offer help or advice. Good luck.
