Put the DOI in and it downloads any article for free.
I've just successfully accessed the one you are after.

Excellent.
Not only is it freely available, it is absolutely lightning quick to access as well.

IMO we should be spreading the word about this as far and as wide as possible.

Wow, now you got me curious! I've never used sci-hub, so I'm learning quite a bit from this thread.
It seems that it is located in the deep web.
Hmmm...maybe we should just be aware of that if we are accessing through uni networks, even with a VPN? Can we get in trouble if caught? (I use a VPN at home, not sure what the regs. are with campus networks.)

I stream whole movies at uni and haven't been caught yet! But... there is certainly a risk! Private PCs for this sorta thing I think!
