Currently I'm studying a postgraduate course in Public Finance.
I would like to know if there are any Ph.D. courses offered by Universities in the world in the same field of study and how can I apply for it.

You do not know what do do for your masters dissertation and are asking peopel to suggest topics, WHY on earth do you want to do a PhD? I would assume people who wanta PhD have some area of interest...

or maybe I am living in the BCs....

Maybe it's just cos we've had a heck of a lot of these questions lately but my instinctive response is:
1. Yes there probably are.
2. If you're not capable of finding out which universities they are, you're not likely to succeed with a PhD. Try to develop some ingenuity - maybe talk to your course tutors? Use a search engine? Read some relevant papers and see where the authors work?
