I started my phd 1 year ago and right now i am feeling like i dont know anything about my research area.
I read a-lot but i got confuse as it progress day by day. My supervisor daily give his academic work to me, he has not discussed with me about phd work from last one year. It seems like he has no interest in doing technical stuff. No one in my department with whome i can discuss about my phd work. What i can do in this situation ?

You need to try to discuss your concerns with your supervisor, and if nothing comes of that, then you need to speak to the pastoral carers or head of year in your department. Do you have to have an annual assessment? You could also discuss what you need from your supervisor in that.
