I have an engineering degree from a French engennering school and I want to know what are the necessary degrees to do a PHD in UK?

I HAVE MASTERS DEGREE IN GENETICS & PLANTBREEDING FROM AN INDIAN UNIVERSITY. WHAT IS THE PROCEDURE TO GET REGISTERED IN Phd COURSE IN UK OR CANADA.

I have completed my masters in environmental science from Europe. I would like to pursue a PH.D in the United Kingdom. So far, I have not found any offers for the field in which I want to work in.
Is it better if I directly contact universities and ask them if they would consider my application / should I keep checking their websites and only respond when I see a position that may be of interest to me ?
I have very good grades and I will be need complete funding for my PH.D. Any suggestions would be welcome.
