I would like to write proposal in PhD. marketing to provide to university.
But, I might not understand the culture of English university

It's quite difficult to ask on a board about English culture. There is a great diversity in Britain of a number of different cultures and the difficult task in marketing is appealing to everyone. Reading articles/books and looking at how other businesses tackle the English market is about the best way to go about it.

Suppapac, by English culture, did you mean that you do not understand what the University expects? if you did, check the university admissions site. they will usually tell you what you need to mention in your proposal. there is no template for proposals as they are all different depending on the area & aim of the phd.
