What if I don't get funding?

I am wanting to complete a masters course in Humanities. I know I can wait a few years and save up the money to do this, but have seen the opportunity get funding to pay for this.
I am under the impression that I have to have been accepted on a course/ into the university before I can apply for this funding.
My question is, therefore, what happens if I don't get the funding?
Can I just then turn down the Masters opportunity? If so, does this affect my chances of applying for another one at a later stage?

I am not too savvy on what you can/ can't do with Masters funding, so any advice would be greatly appreciated!

If you get the place then don't get funding you can either:
a) postpone and save up
b) don't bother
c) do like many people and take out a career development loan
