i don't think the 2.2 will affect your chances of getting admission for the PhD. It may affect your chances of getting funding but if you did well in the MSc and have a good research proposal and demonstrate research potential, then that should sort things out.

Yes it will reduce your chances of being accepted, but it is by no means impossible. Demand and availability of PhDs varies from subject to subject and so consequently do the standards required to secure a place. Search through the forum for the numerous other threads related to this question.
as long as you have an MSc and a 2.2 you are eligible for most funding
Majority of studentships are based on Research council rules which require students to have a 2.1 or a 2.2 with an MSc.
If you have any lab experience ie: research Asst posts this will greatly increase your prospects
