not sure about UK, but in U.S., what matters are your GRE, gpa, Letters of recommendation, and personal statement. with two masters already, i would say your chances are pretty good but that depends on the school you apply to, some will be competitive (like ivy league schools, harvard, stanford, etc) and others will be relatively easy to get into. don't know about UK though.
in uk vary hard. had 2:2 and found it with great difficulty to find phD. so i had to self fund. Also the fact you did 2 masters is not really a pus. I done 1 msc, but the problem really was my 2:2. even my lab experince did not help. best of luck anyway, thereare ways. think of selffunding or getting lab experince
