Talk to your English teacher on how to write request letters and make them sound polite, ok? As for the subject of your inquiry, you better write to each university you might be interested in. Hey Alex, it's not always easy learning a foreign language or doing a PhD in one. Pratap doesn't mean to be impolite. Just thank god that you don't have to do your PhD (or read papers)in a foreign language.

Anon German, you are SO wrong about me. I am going to do my PhD in a foreign language. English is far from being my native one. As far as my comments to Pratap, I was trying to help with a bit of irony and humour. Sorry if it didn't work out ....
