Can anyone tell me are most PhD's advertised all the year for October? How likely is it that they are advertised throughout the year with other starting times?

The majority are October starts. Some do start at other times of year (Jan is a frequent start date) and are often based around the needs of a project that comes into the university and/or money becoming available. However, these are in the minority. Have a look around on this site.
