I've seen a PHD I really want to apply for but the system has changed since I last applied. Do I send a cv and covering letter by the application enquiry form, or is this simply for further info? Thanks!

When I was applying I sent a covering email with a copy of my CV to the supervisor. Then the admin department or supervisor would get back to me if they were interested.

first of all, read the regulations in the University you want to apply. Some universities even emphasise "DO not send as CV. Fill in forms!".
