i'm new to all this stuff, this might be a stupid question... just wondering if there is no exact time specified for a submission deadline at a conference (just the date), that makes it quite ambiguous. but i assume that just means midnight at local time... is it a correct assumption?

I would interpret it as being any time before midnight - although it's probably best to submit before the end of the working day.
