Please advise any reliable journals publish muniscripts without taking fees ?

Not many that publish muniscripts!

Lots that publish manuscripts, but unlikely to be open access.
Impossible to advise without knowing discipline and quality of journal you are aiming for.

You need to narrow it down by field first, and look at what journals you want to publish in and what are realistic, then look at what they charge.
