No you aren't too late. Be patient whilst waiting for replies - also make sure you're applying the the 'Application Enquiries To' contact.
Although you can apply for most PhD's 'til quite late in the year, keep an eye on funding. (It is the deadline for applying for funding which matters rather than the university accepting you). At least this is the case for humanities subjects such as history. If you are a sciences student then try phoning the departments. Lots of lecturers are a little lax with the e-mail!!!
