I've just been awarded a PhD studentship with 4 years funding from ESRC of £14,000 a year plus £2,000 from an external sponsor. Does anyone know if I'll have to pay tax on this (income and council tax)??

you dont pay any income tax on your stipend whatsoever. I think you dont need to pay council tax either as long as u r fulltime student

Congratulations - that's a pretty good funding package to have got! You definitely won't be taxed on this - I do part-time work as well as having a full studentship and have to fill in a tax return (self-employed) - I don't even need to mention the fact I've got a studentship on tax returns.

You don't pay any income tax and keep your full tax allowance (meaning any income you earn up to your tax allowance will also be tax free). You will be exempt from council tax. If you share a house with somebody who is not a full time student (or is not exempt for other reasons), they will be able to claim a single occupancy discount (25%).
