Ihave just completed M.Sc ,dont have IELTS/TOEFEL is it possible to apply in England or Canada for a Phd. If not where I can apply I Europe.

If you've got a Bachelor's or a Master's degree from UK, USA, Canada or Australia, you don't need to take IELTS or TOEFL when applying for a PhD. You just have to write to each PhD programme separately asking them for a permission not to take the test. All universities where I am applying allowed me not to take the tests. They are all British by the way.
