I am in search for a good PHD in Creative writing that offers low residencies. I live in Belgium and could fly twice or three times a year.

You might want to look at 'Bath Spa University' (I know they run a PhD in Creative Writing - both full-time and part-time - and the part-time fees are very cheap compared to other uni's!)

I probably dont need to mention it but dont overlook the eurostar and the unis near eurostar stops (IE London Universities and the University of Kent.)
