Look in http://www.jobvector.com/ This is a website like findaphd for german students. Go to "Stellensuche", then choose (Klassification) "Promotion" if you are looking for a PhD. Choose the Kategorie "Forschung und Entwicklung". All lab heads will be able to speak english and some of the positions are written in english so you can write to them in english.
You can start your PhD at any time of the year (unlike the UK, were most seem to start in October), so select a few labs in your field you're interested in and then check their website for open positions. A PhD will often be called a Promotionsstelle in german.
The Max planck institutes are always a good oportunity as they are well funded, so try their homepage for positions:
