I did my BA at UCLA and MA in Boston University's DC Campus, majoring in Pol-Sci. I failed on my PhD applications after graduation in the States.
I am now in France, however, still planning a PhD in Pol-Sci, please advise about schools in EU, which is pretty open for all, without elitist competition for positions, and not too expensive.
My area of concentrations is IR, diplomacy, development, national security, conflict studies, and African studies. I have a good academic record plus good recommendations.

Try some Universities in the South of USA, maybe Texas. The academic environment looks friendly (so far) and they have good programs. I just started an Economics program in the University of Texas and it was not easy to get into the program, but still I believe that you may have a good chance. Good luck!
