Most PhD in the US are funded, but are not really advertised. The best thing to do is to find the uni you are most interested in applying to and a supervisor in your area of interest, (may also have pages on how to apply on the web), and contact him or her for information, problem is that there you have to pay for applications which can be pricey. its also likely to be 5yrs PhD as involves lab rotation and a masters, I think before hand.
Most universities in the USA provide tuition and a stipend for the whole duration of the PhD studies, which usually take up to 6 years (incl. master's). Having a master's will save you 1 yr of credits,but will also decrease your funding by a year. Some universities do not fund the first (or some other) yr of the PhD. My program at Columbia Univ., for instance, doesn't fund the 5th yr. Cornell and UC-Berkeley don't fund the 1st yr.
To do phd in usa you need to take a GRE exam. It has verbal, mathematics and analytic writing sections. You can take for 140 USD. Go to www.gre.org for details of where and how to apply for your area. You will need to study words and up your vocabulary to get through the verbal (especially if english is not your first language). Good idea to buy GRE book on the exam off internet to help study.
When you look at universities dont lookat general application info, go into your department look for info from there, you will usually get a more realistic idea of funding. One uni said i needed to show i'd the money, but when i went into the department site it said the fees were paid and they paid a stipend of $18000. Email professors and tell them how interesting you find their work, enough times i just showed interest and they would say they were looking for phds. Then if they want you they will help you sort out the money.
