But usually overseas students have very limited offer that covers full tution fees and living costs. Students from third world country can easily take their higer studies if such opportunities are provided. if any information about this please inform me.

You can easily get full scholarship if you go to America to do a PhD in natural science

America has more Universities and more fundings.More importantly, USA has a better atmosphere to do research.
Why do not you go there?

Well! Is it possible to get admission in USA by direct contact with a supervisor? Can I avoid TOEFL or GRE as my medium of instruction in B.Sc was English?
