PhD with Low 2.1 and Distinction

I want to study a PhD in gravitational physics or mathematical physics but i think my low 2.1 will hinder my chances. I. got a low 2.1 (60) in my undergrad and then did a MSc in Gravity, Particles and Fields at University of Nottingham and got a strong distinction (83). Does my strong masters grade sort of cancel out my low 2.1 and is there a chance I can get a funded opportunity? If not, should I just look at going for self funded PhDs.
