Start off with an introduction, why you want to do topic you're interested in and how that will fit in the research of the dept you are applying to. Next do a brief overview of research/lack of research in your proposed area and say how your research will fill this gap as your PhD is supposed to be original work.
Then do a methodology - doesn't have to be detailed - just explain what methods you will use and why! And say if there is any fieldwork involved. Then do a brief bit on what you expect the results to be and a conclusion. Read some references so you can put them in your proposal to show you have done some research!
