I was accepted at Essex university with 3,600 pound scholarship in PhD of math, but since I cannot afford
all university tuition fee, I defer it to 2013. I do not know whether I can afford it for next year or not because for next year I have to apply again for scholarship. I am thinking about attending another IELTS exam and trying other countries whereas I like to study at England because of the way of researching.
I get upset and I do not know what to do while I am getting older.
could you please guide me.

Well I don't think you have many options at the moment. You could try getting other funding to manage the tuition fee for this year. If not then you will have to re-apply for the scholarship as you mentioned. It may help for you to widen your search for next year.
