I am from Italy in other words I am European and I have been living in UK for 3 years now, can I apply for UK funding for my PhD?

You may be eligible for UK funding. The 'Ordinarily Resident' status requires that you have been resident in the UK for purposes other than full time education, but you still may qualify. Availability to EU citizens is improving and you should at least qualify for course fees in the UK. Get advice from your current tutors as they will be familiar with practice in your area of research.
