I have been offered guest PhD in university of Amsterdam, Netherlands. Being an international student I am only allowed to work not more than 10 hours/week. Is there any way I can get scholarship for living and housing ?

Is the PhD you've been offered not already funded?

Contact the Embassy of the Netherlands in your country & request that they provide you with information regarding funding bodies which can offer funding to international students in your situation - they should normally have a list of these.
