Ive lived in northern ireland my whole life and want to study for my masters in scotland. Im not eligible for a CDL even though northern ireland is 'British'. If thats not discrimination what is?

Im finding it near impossible to fund my masters in visual media and a CDL was looking like my only option and i cant get one as im a resident in N.I. I would be studying in scotland but there is no clear reason why i cant get a CDL other than the simple reason im from N.I. Can anyone shed light on this and/or is there a way around this problem?

I am currently applying for a M.A. in photography and have my B.A hons in the subject. Has anyone information on funding for such a course as i am from n.ireland and would like to study in scotland. Also has anyone completed such a course and what has your experience of jobs been.
