anyone from usa doing phd in chemical engineering????

Hi,
I am Thilina from Sri Lanka, I am currently a final year undergraduate in chemical engineering in University of Moratuwa in Sri Lanka.
I am very much interested to higher studies in biochemical engineering. And hope to find a MSc course with a "definite" view to progress to PhD. I currently have a first class, with only one more semester to go, I am pretty sure that I can end up with a first class.
So can someone tell me what are the best universities to follow a MSc in UK or Germany, please.
