My supervisor is willing to give me a PhD and has a grant which would cover the national fees and pay me a stipend. However, he wanted to know if according to UKBA he can offer the grant to an overseas student straight away or will he have to advertise the position, take interviews from UK, EU and overseas student applicants and then select me through the interview of the advertisement based on my skills.

Please help!
